Howard Scott is an American Engineer and the leader of Technocracy Inc.
In-game
Scott can lead the United States if he is victorious in the 1936 Presidential Elections. If he succeeds, the elections are essentially halted due to Scott rigging them so that the Technocrates always win, as Scott becomes little more than a dictator. Additionally, the United States will rebrand itself as the United Technates of America.
Among other things, Scott will institute coups in countries to put Technocracies in charge (most notably the Phillipines).
